Legal Question in Construction Law in India

NOC FROM MHADA,S.G(tree authority) & single P.R.Card ,
I get a answer from bmc regarding ,Is there NOC granted to our reconstructioned building or not !
(construction under 33(7) dc rule. )

(one sale building also construction in same plot)

(answer from bmc)

1 That the final NOC from mhada shall be submitted before asking occupation for sale building.
2 that the final NOC from S.G.(Tree authority) shall be submitted before asking occupation for sale build.
3 that the single P.R.Card in the name of the owner shall be submitted before asking occupation for sale building
4 That the Certificate u/sec. 270A of M.M.C. Act from H.E.Department shall be sumbitted before asking for B.C.C

Where should i get the information of this 4 point ,
i am leaving at worli (bmc ward ''G'' SOUTH)
