1.Is there any Legal Binding or obligation of the agreement.......

a.If it is not signed in front of neither notary nor any witness?

agreement requires offer and acceptance which may be complete if both the persons have signed the agreement. Not necessary in front of notary of witness.

b.If it is not notarized and notary register is not signed by the parties?

It does not make difference, still it is an agreement

2.Can Such agreement be considered for any legal action ?

Yes, unless, it otherwise required registration before the sub registrar under section 17 of registration act. Even then for some purposes agreement may be used for evidence
