Incorrect address mentioned in Pass Port

If the Pass Port Office negligently puts in an incorrect address in the Pass Port of an individual dispite the address verification done by Police, then what sort of problems can an individual face in getting visas and/or what sort of problems will he face when he is in some other country? Can the Pass Port Office be held liable for the negligence on their part and if yes then under which law?

Sir,

Its unfortunate that your name wa sentered wrongly. It will create a hella lot of problems. Its better you set it right immediately. Pls make sure your application was correctly done. MEET the PRO or the RPO at the office and explain to him. He should set it right free of cost if it was their mistake. If he refuses to do so then we can issue him a notice of judicial action and even after that he does not rectify it we can file a Writ of Mandamus in the High Court for directing the RPO to make the necessary changes.
