transfer of lease hold property

whether in case of a leasehold land which confers power upon the lessee ( Govt is Lessor ), to assign, transfer, or mortgage the land ( by way of a clause of assignment ) , construction of shops with the permission of all the authorities concerned & registration of these shops by way of sale deed is permissible ?

2. whether Security amount ( known as Pagdi ( in hindi ) is recognised in the eyes of law so as to mention the same in the sale agreement ?

You can mention pagdi as security money and it is valid.

it will be half advice if answered your questions anyway

get the property freehold and then you can use it for lawful purposes and by the methods prescribed by law.

pagri is recognised but it is preferred to specify it as advance money.
