Low of equality in recruitment

In an govt sector or autonomous body. We are selected as semiskilled artisian with ITI qualification through employment exchange. Also the company is recruiting the skilled artisian with same qualification.

Is the matter justified?

Can a ITI with specific trade can be treated as semiskilled?

Can we move for justice in court?

Is there is a policy of recruitment through employment excahnge with a level down recruitment post?

Every institute has its own criteria and qualification requirement for employment. Qualification required by one institute for a particular post is not necessary required to be same for another institute. It can either prefer a higher qualfication or lower qualification. The same is with the government. You cannot compare government sector and private company on same footing.
