i am tenant in chandigarh,court case is pending.the landlady is now playing another corrupt game.she is not residing here and giving electricity/water bills.i had obtained stay order from court for separate electricity/water meter.now the landlady has locked her part of the premises.the top floor is going to leak due to rain water.also,the condition of building is deteriorating.i am tendering rent in the court.now,can i claim deduction in monthly rent due to repair of my premises.how,can i get hold of this landlady who is not here for 8-9 months,but coming to court hearings.please advice.thanks..
