Can They Deny Me Service?

Last fall I lived in this house with my mother. She moved out of state and left me a very large gas bill. I've been trying to switch the bill to my name or start service under my name however they say they won't let me until hers is paid. I am trying to pay it off, but am having a very hard time doing so. Because of this they have shut the gas off now and I have no hot water or heat. I want to know, can they force me to pay another person's bill? Are they even allowed to give me someone else's information to make me do it?
