Neighbor's dead tree falling on my garage

Last Sept(2005)a dead tree in my neighbor's back yard fell onto my property and hit the backside of my garage.Neither of us have homeowners insurance.My neighbor claims it was an act of GOD and I cannot hold him libel.I say I can file a civil suit and make him pay me for damages or get a garnishment against his future wages until the dollar amount of damage is paid off.My garage is almost ready to fall down now because of this.Also my neighbor has not physically lived in this house for over 10 yrs.He pays the taxes but has gone through a divorce since he lived there and does not keep the property up.Are there any type of negligence laws in these situations? I live in Gary,Indiana.Thank you for any help you can provide.I am on a fixed income and cannot afford a consultation with an attorney.

You may indeed be able to recover if the neighbor had a dead tree which endangered the property and/or well being of others.
