Public Recycle Bins

Is it illegal to remove cardboard from Public Recycle bins? The large bins at your public utillities. I have been taking box credits off the food boxes for points for the local schools. This requires opening the bins and removing a small part of the box. It gives the schools credit for cash for supplies. Dont want to get in trouble though. Sorry wasnt sure what area this fell under.

I have no idea. However, I suggest that you contact your local public utilities and ask whether they have a problem with your doing this. If they do, a letter to the editor of your local newspaper about how the public utilities' policy is preventing the schools from the benefits that you provide may result in a reversal of those policies.
