Legal Question in Civil Litigation in Iowa

I was sexually abused while in foster care from age 12-14. I am now 25. The perpetrator was a relative of the foster family. He was later convicted of 2nd degree sexual abuse. I am interested in filing a lawsuit against the state for negligence, in keeping me in a placement where this was occurring, and possibly against the perpetrator. I want to know about the statue of limitations as well as what course of action I should take and how to find an attorney to help me.

Unfortunately, the statute of limitations concerning such matters is four years. The discovery rule tolls the statute until the injury is discovered or reasonably should have been discovered.
