can an employer make you work your day off to make up for a paid holiday?

No employer can make you work, but under employment rules they can require you to work on certain days. If you don't have an employment agreement the employer can require you to work when it needs your labor. If there is an employment agreement or organized labor agreement you'll need to read the labor agreement.
