court orders and visitation

my sons father has not seen him since Dec and goes months at a time with so much as even contacting me. I started keeping my son away because of things he was coming home saying this guy was doing to him so i filed a report w/ cps and which they said nothing they could do because no injuries or bruises and has still not seen him and has threatened me many times w/ contempt of court order. i can not afford an attorney. what can i do? i know support is different but he is over $4600 behind. He has not had a stable address in the 2 yrs he has been coming around or a phone number. he says he calls me all the time and i dont answer but that is not true. he is trying to make me sound like i am just trying to keep my son from him but i am just lokking out for his safety. my son has told me many times he does not want to go with him that he hits him. i know he is only 3 but shouldnt that count for something that this child is scared of this man? is there legal aid i can get or something i can do so i dont get in trouble? he is only ordered to pay $195 a mo in support and $15 is arrears how can I get that raised? I just dont know what to do? what are laws on moving to another state? i may not have a choice but to move in w/ parents.

You can try to file for an Emergency Protection order on behalf of your child at the district court.
