Can a mayor fire a city employee for violation of a city policy instead of suspension or written reprimand in order to strengthen the city's defence against a lawsuit filed by another employee?

It would likely depend on the nature of the violation. If the violation committed generally results in lesser dsicipline, then the termination may be improper. Also, it would depend on exactly how the termination of the employee bolsters the city's defense and the role the terminated individual had played in the litigation. Depending on the circumstances, it may be unlawful termination. I can only answer as specifically as the question posed.
