Is an ambulance driver allowed to make a uturn on a busy highway

If it's necessary to transport a patient in an emergency, yes, ambulance drivers and other emergency personnel get to skirt traffic laws (although they still have to drive safely and follow procedure). So, I'd say a u-turn would likely be okay, depending on the circumstances. However, if doing so causes injury to others on the road, there is still liability.
