Legal Question in Traffic Law in Kentucky

I understand if you don't want to answer this. I was asked the question: Bill, who is a resident of Ohio, stays with friends in Tennessee for the summer months. In early June on his way to Tennessee, he and a friend named Mary Lynn who is a resident of Kentucky, were involved in an automobile accident in Kentucky. Mary Lynn wants to bring suit on Bill for $5000 immediately even before Bill leaves his friends home in Tennessee. Which state or federal courts would have jurisdiction under these circumstances?

Venue would appear to lie most immediatedly with Tennessee, the scene of the accident and the plaintiff could certainly file her case there and serve the defendant before he returns to Ohio. Later, if what's called diversity jurisdiction could be established, the case could be moved to the appropriate federal court.

Federal diversity cases now, apparently, require potential damage claims of at least $75,000.(Just a few years ago it was a mere $10,000.)
