Legal Question in Business Law in Louisiana

I have an investor for business funding. He wants me to set up offshore bank account because he from Japan is this legal?

There is nothing illegal about having an offshore banking account. Still, as everyone knows, many scam artists and criminals do use lax banking laws overseas (especially in places like the Cayman Islands) to hide "dirty money" and to operate shady and even criminal enterprises. Normally, legitimate businesses (even foreign businesses) have accounts at major US banks. So, while the answer to your question is "No, there is nothing illegal about it", I would strongly urge you to make sure your are getting involved with a legitimate business and not some scam artist or, worse yet, criminal. The fact that they do not have any US accounts and can't or won't open any US accounts would be a huge red flag to me. Lastly, never forget the truism that if a deal sounds to good to be true, it is!
