i had affar and had a daughter. I am back with my wife and want to help take care of the child. The mother wants me to have supevice to see the baby. She is going to the state to make me pay (which I have been) will that help me to get joint time with my child.

You need to file a custody/visitation petition. The state support enforcement division only does that, set and collect child support. If you have not had DNA you may want to do that, and request that the court order the birth certificate be re-issued adding your name to it.
