Legal Question in Family Law in Louisiana

Step Parent wants to help.

A friend of mine has been living seperate and very appart from his wife for 3 years. He has full custody of the one child they shared a 13 year old girl. The mother since the seperation has been involved and arrested for drug possession and distribution, prostitution, carnal knowledge of a juviniele, and the list goes on and on. There is a 16 year old step daughter involved that is ''stuck'' with this mother. Her bio father doesn't want her and has very rarely had contact with her through her life. The step father loves her and has been married to her mom since she was 3. She has failed school because of her mothers neglect and refusal to bring her to school when needed, she missed to many days but still managed to pull off A/B honor roll. Can the step father, who is willing and able to provide a safe/secure/loving environment, help her in anyway?

Sounds like child protection may need to be called, especially if the mother is convicted of carnal knowledge, prostitution and drug crimes. When they step in, then the step father can show his relation ship to the child and offer to take custody. Best interest of the child controls.
