Legal Question in Family Law in Maryland

What legal action can I take against a father who does not have any contact with his child? I am wanting him to sign away parental right to her.

It is very difficult to divest a parent of his parental rights if he is unwilling to do so voluntarily. If there is a stepfather in the picture who wants to adopt he can file a petition for that but the bio father would have a right to contest it if he chooses to do so. If he has been resisting your efforts to get him to do this, it may be that he is being difficult out of animosity toward you, and he won't actively get involved in an adoption action.
