Legal Question in Real Estate Law in Maryland

i live in an apartment complex and there has been an abandoned jeep cherokee sitting in the parking lot for a couple years now. the only license plate it has is a a temp one that expired long ago. i some what knew the person who owned it and they moved out to the country and left it to sit there. my question is, is there any way of taking possession of this jeep?

It's not on your property, so you have no legal claim to possession. It certainly is considered abandoned at this point, but how would you get a title in order to get the vehicle registered? Given the passage of time, and your presumed lack of a key, how would you even be able to use the vehicle? If you could somehow track down this person, perhaps you could work something out with him/her. It's surprising that the complex managers haven't had it towed away.
