private beach front property

Can someone who purchased a home along the beach, deny use of that beach ( a beach that the entire neighborhood has enjoyed for over 50 years)

If the beach is on his lot, you would have to argue that the adjoining property owners acquired an easement by prescription to use the beach. Generally, a lot line on water will run to the mean low tide point; check your deed if you also have a nearby waterfront lot. Another avenue of redress might be if there is a neighborhood association with bylaws dealing with the right to use the beach.
