can i get legal documents to place a lein against a person and property.

Of course you can't obtain a lein against a person, but may be able to record a lien against his/her real estate if: (1) You have successfully brought a lawsuit against that person and have been awarded a judgement; (2) You're a contractor, who has performed work on the property and are seeking payment for that work. If either is the case, speak with the RECORDER OF DEEDS, in your jurisdiction, they should have the proper forms and should be happy to take your money to file a lien.
