I want to know what do waiver if notice mean and is it important to sign

A waiver of a notice means that by signing such a waiver, a person gives up his or her right to actually receive such a notice which would otherwise be required under the applicable law involved with the matter connected with the waiver.

As to whether a person should sign such a waiver, without many more relevant facts concerning the case or situation with which the waiver is connected, there's no way to say one way or the other(in my opinion).
