Legal Question in Consumer Law in Massachusetts

I placed an order to Quadratec jeep parts supplier March 13,2011 for $800 plus. I got one part within two weeks. The other parts were on back order so by April 13 I called them and was told it would take another 4-10 business weeks. I canceled the order and was told i will be refunded $700 plus i was owed.I called them April 22 and May 6 still wanting to know when my refund will arrive and got the same song and danceand have yet to recieve my money. I used vanilla visa debit cards for the purchases and are non reloadable that is why they "were" going to mail it by check.I am a Massachusetts resident and they are a PA company. Can I sue them for my refund and have them pay for any of my attorney fees? i was looking forward to have my project done before summer but it looks like I will be fighting with these thieves all summer. You can sue and this sounds like fraud under ch. 93a.
