shopping cart damage liability

Are stores liable for damage to cars caused by shopping carriages in store parking lots?

Not necessarily. If some person has been the cause of the damage done by the carriage, then it is their fault. If the store somehow assumed responsibility for the care of the carriages in the parking lot, and part of this was to periodically remove the offending carriages, and they failed to do so in a timely fashion, there could be liability.
