Can my employer keep my last paycheck because I owe him money. We had a biweekly payment plan. This is in Massachusetts

Absolutely not. Your employer has the right to seek money rightfully owed from you, but s/he does not have the right to withhold your pay. Talk to an attorney right away to determine your next course of action.
