Legal Question in Real Estate Law in Massachusetts

Street is legally a dead end. A business purchased a piece of property at the dead end of the street. The property does not have our street as its address. Business trucks and private vehicles have made a cut through over the property and have been using it as a short cut to/from our street to route 1 north. Our building inspector informed the businesses they couldn't do that. They have ignored the request. We have requested barriers be places along the street to prevent further use of the short cut. Town say they cannot do that. What can we do about the lack of town and businesses cooperation?
