Legal Question in Social Security Law in Massachusetts

nursing home
my mother has been in a nursing home for 4 years. Medicare has sent 2 payments totaling $38000 that they said thy shorted her in her check for the last 20+ years. The nursing home says the money is all theirs. Is this true or can she give some to her children?
