garnishment of taxes

I had a car repossed about 2 years ago I just got a letter in the mail saying they were going to garnish my state taxes, if they do this can they still come after me for the rest or do they have to accept this as payment I owe about 5,000 for the car my state taxes will be about 1,000 thanks in advance.

Yes, they can continue collection/garnishment attempts until the debt is paid in full. This includes garnishing wages and bank accounts.
