Liabilities and Rights

What would be the liabilities and rights of each of the individuals and companies involved in the following event:

An individual is speeding in an area where it is posted that children are playing. The individual hits a mentally impaired child with their car and permantely injures them, along with another car and driver in a different lane. The other car hits a telephone pole. The pole breaks and hits another child in the street, leaving him permantely injured. There was no reinforcement on the telephone pole and it appeared to be of low quality.

the person who caused the accident is liable for all resulting injuries.
