Transfer of the role of executor of an estate

Wife is involved in an estate that really has the potential of getting very nasty. The will done right before the party was about to pass away, named one person. Yet about 30 days after his death, the executor signed a document naming his wife as a new executor. My wife, who is named in the will, was never consulted or even formally informed. Is such a transfer legal, IF the original executor is able mentally and physically to perform the tasks involved? Thanks in advance
