Legal Question in Family Law in Minnesota

My ex currently obtained custody of my 2 children(ages 5 & 7)due to a CHIPS case that has since been closed, however he doesn't give them the emotional support that they need since he is hardly there to care for them. They have expressed that they don't want to be there and what concerns me the most is that my youngest has shown significant behavioral changes that i feel should be given immediate psychological attention but has not. The circumstances behind the CHIPS case has changed as well since the reason why they were even involved is no longer in the picture. Do I have reasonable grounds to bring him back to court to regain custody and if so what kind of grounds do I have?
