non payment of bonus points

I work for a company that sells cellular phones. When I started working for the company part of my compensation was a program that awarded sales representatives points when we sold a cell phone. Those points could then be used to purchase items on a web page like televisions, clothing, or airline tickets. In December of last year the company suspended the program and informed the sales reps that they program would return. First, the company promised that the program would restart at the end of January, then February, and finally at the end of March. After that last deadline passed the company stopped posting information on the web page about the program and I still have not received this part of my compensation. When the program was suspended, I estimate that I had about $600 worth of the points saved up and the company owed me another $400 in unpaid points. I contacted the HR department but only received a scripted reply about how the program would come back. I have not been able to use my bonus points for over 7 months. I also worry that if the program does return items will suddenly cost more points. What would be an appropriate legal acction to take at this point?
