Legal Question in Wills and Trusts in Minnesota

My friend is an Ethiopian and lives in Saudi Arabia. A lady originally from Ethiopia who resides in the SD State of USA owes him about $15,000.00. He has evidence of money he transfered to her. Now he asks her to repay the money she borrowed, but she refused to answer his call. Is there any way he can brings her to law of court in the USA? Is there any possibility of regaining his money back?

It probably depends on when and where the loan was made. If the defendant resided in the U.S. at the time the loan was made he should be able to bring a suit here. If not, he would have to file a suit in the appropriate country and then try to have the judgment executed here. I am unfamiliar with that process and additional research would be required. Also, this may depend on SD law.
