Legal Question in Family Law in Mississippi

Can a judge legally give my child her fathers last name if he's court ordered to pay child support but is not in the child's life at all??

NOT ONLY CAN HE, HE IS REQUIRED TO DO SO UNLESS YOU TAKE STEPS TO TERMINATE HIS PARENTAL RIGHTS. IN ORDER TO DO THAT HE HAS TO HAVE ABANDONED THE CHILD WITHOUT VISITING THE CHILD FOR OVER A YEAR. OTHER FACTORS MAY APPLY DEPENDING ON THE JUDGE YOU HAVE .
