Heir Property and Limited Liability Estates

When land is left to heirs, who is responsible for paying the land tax? Is there such a thing as a limited liability estate? If so, how and when does that apply to land owned by the heirs of an estate?

Ultimately, the heirs are responsible for the tax, but the decedent's estate may be required to pay any taxes due at the time of death, or assessed during administration.

I have no information concerning a "limited liabilty estate", so I'm not really sure what you are asking.
