Do I need a permit or license?
I was just wondering what the laws are regarding having a television in a restaurant? Would I need a special permit or pay royality fees to anyone? If someone could just point me in the direction of the information I need that would be greatly appreciated. I've noticed that places like Applebee's, Ruby Tuesday's, Chili's and the type have a television in their restaurants for displaying Football games and I'd like to do that as well.

You probably should seek out an opinion from an expert in intellectual property law (copyright).
Generally speaking restaurants that play music must buy a site license to play the music. Failure to do so can cause BMI-ASCAP to come after the owner for failure to pay royalties.
I would assume that the same rules apply in the television context, but you should consult an attorney and ask for guidance.
