Car accidet involving a minor.

My little brother was involved in an accident on an extremely raining morning without knowing the car's insurance was not active. There were no tickets given because the police office said either one can come in to office to file a report. The damage was a little dent to the guy's back bumper, but he wants $3,000+ for it. My little brother is a 16 year old minor.The guy gave us no valid information about him at the site of accident, but we gave him all the info. Our family does not have this money and a loan is impossible during this economic crisis and my parents have poor credit.We offered him to get it fixed for less than half the price, but he refused. Is there anything this guy can do to my little brother if he can't afford to pay him?

If you did not have insurance, then the other car's driver may have coverage available. That would probably be the best way for the other car to get compensation. A lot of people don't know that they could get uninsured motorist coverage in a situation like this. Hope this helps.
