custody / state jurisdiction

my partners ex wife has moved to florida from kansas city missouri. dad lives on the kansas side of the metro. Is there a law governing that custody that would cover dad in kansas. he cant seem to get ks to take jurisdiction. she wants fl to take jurisd. is there something that would help him since he resides less than 30 miles from the original order and she lives greater than 600 miles and has deprived dad of legal court ordered time?

This question is covered by the Uniform Child Custody Jurisdication and Enforcement Act. Unless the divorce or parenting orders originated in Kansas, only Missouri and Florida (if the child has been there for six months) have jurisdiction.
