Can a U.S. citizen help a Romanian citizen immigrate to the United States by pledging full responsibility for them?

Undertaking financial responsibility is not enough. However, it's one of many elements of petitioning for a foreign citizen's residency in the United States.

A US citizen has to be related or married to a foreign citizen in order to bring them to the USA as an immigrant.
