Legal Question in Workers Comp in Missouri

My wife fell in the parking lot, (managed and maintained) by her employer. She works as an hourly employee at a hospital. She tripped over a chain in the parking lot on her way into the building. She had not clocked in yet (no opportunity). The hospital HR department are saying that it is not a workers comp claim. Is the Hospital right?
