How much time does a landlord have to make unexpected major repairs? Can tenants withhold rent until repairs are made?

It depends on a number of factors; whether the repairs are necessary to satisfy the terms of the lease, length of time involved, how much it interferes with tenants use of the premises, whether it is a house/apartment/room, and the terms of the lease and other agreements oral or written between landlord and tenant. You need to see a lawyer to evaluate your case.
