joint ownership of a home

If 2 people own a home (mother daughter) The mother agrees to pay 1/2 of the mortgage payment and other expenses but never does. When that house is sold can the daughter legally hold the mother responsible for what she never paid? What if the mother dies and wills her part to another son. Would he be responsible for the payments?

The first question is whether the property is actually held in joint tenancy, with right of survivorship or some other manner. A review of the deed is necessary before any other suggestions are made.
