i'm confused about the whole process

I was wondering how far a collection agent can go to get money. this was for a loan for school, and the school told me they would never bring it to court, but the collection agent keeps calling me, and my mother, threatening to have me arrested, and sued if i don't send her money. this was a matter i was settling with the school, and the dean, when he was fired, decided to forward all accounts to collections. is it legal to threaten someone, and to use these tactics to collect? i was told no, but i wanted a professional opinion. thank you

No, debt collectors can't harass you. There are severe penalties if you can prove so you should keep specific records of dates, times , who you talked to and what was said.
