I go9t a dui in 1989, is there a statute of limitation for that

The statute of limitations for a misdemeanor level DWI in New Hampshire is one year from the date of the conduct. When you say you "got" a DWI, do you mean that you were already convicted? If so, the statute of limitations would be irrelevant. What you might actually be asking is how long this will still on your record. The answer is, it will stay on your record, unless you successfully petition the court to annul the conviction. You would likely be eligible to petition to annul as long as you have been arrest free in the meantime.

If you mean you have had a warrant out for your arrest since 1989, warrants are with you forever like ugly ties given to you for presents that you can never quite git rid of.

No. Warrants are forever. Go back to the court and handle the warrant and original charges voluntarily. Have an attorney represent you to minimize the damage and penalties. If it is a SoCal court, and you're serious about doing so, feel free to contact me.
