Legal Question in Civil Rights Law in New Jersey

if going through a divorce and your ex's attorney is holding the proceeds of the sale of your marital residence and all has been paid out according to the signed msa and consent orders. how long is he allowed to hold it and are you allowed to contact him directly regarding disbursement of funds?
