Contractor Lied about permits

Our contractor began work in our house insisting he didn't need permits. We stopped him and said we were going to get permits. Our contractor then advised us to obtain permits in our name since per contract we were responsible for all permits. After the electrical failed the contractor was suppose to put the permit in electrician's name, he didn't and never returned to finish the work or return our money. The town is saying we are in trouble for putting permits in our name and it was illegal for us to do that and we can now be fined. Isn't the town suppose to protect homeowners from these deceptive contractors, are we at fault and I should just kiss my $10,000 deposit goodbye.

No you should not kiss your deposit goodbye.
