What is the liability of an Owner for not paying their Contractor on time in NJ on a public project.

Governments are notorious for not paying contractors timely. Usually, the bid prohibits filing liens and your recourse is to contact the payment people, wait, or file suit. Because of the cost of litigation, and the time it takes to get to trial, you are probably best off trying to cajole the money from the people responsible for paying.
