Legal Question in Credit and Debt Law in New Jersey

I just received on 02/23/2010, a letter from LDC Collection Agency in NJ. It says I owe $5105.37 from a $3000 surcharge back in 1987. I was not aware of this debt or have I ever been made aware of this. Now 23 years later I receive this collection notice. My question is, "Does the Statute of Limitations cover me in a matter like this" and can I send them a "Cease and Desist" letter? I have not lived/been in or had anything to do with NJ in 23 years. As far as I know I did everything that the courts required of me as far as fines/community services that I was aware was required of me back in 1987. Any help/advice will be appreciated.

The simple answre is that either a four or six year statute of limitations applies depending on what the debt was for. See: http://info.corbettlaw.net/olddebts.htm. See also: http://info.corbettlaw.net/lawguru.htm.
