what is the requirements for a change of custody status in a criminal case in NJ? Who would qualify for the type of motion?

Your question is somewhat puzzling. Custody is never an issue in a criminal case. Custody is

a matter raised in the Family Part of the Superior Court of New Jersey, making it a civil matter,

not a criminal matter.

If you are talking about how to get out of jail early, the only opotion that I am aware of is a motion for early release or transfer to a medical facility if you are deathly ill and not expected to live much longer. I have filed a couple of these motions in the past. See NJ Court Rule 3:21-10b(2).
